Hurricane Julia brushes Colombia island, heads for Nicaragua

Hurricane Julia swept by just south of Colombia’s San Andres island Saturday evening soon after strengthening from a tropical storm, as Nicaraguans rushed to prepare for the storm’s arrival overnight on their Caribbean coast.

After gaining power throughout the day, Julia’s maximum sustained winds had increased to 75 mph (120 kph) Saturday evening, the U.S. National Hurricane Center said.

The storm was centered about 20 miles (30 kilometers) west-southwest of San Andres and 125 miles (200 kilometers) east-northeast of Bluefields, Nicaragua. It was moving west at 17 mph (28 kph).

Colombian President Gustavo Petro had declared a “maximum alert” on San Andres as well as Providencia islands to the north and asked hotels to prepare space to shelter the vulnerable population. Officials on San Andres imposed a curfew for residents at 6 a.m. Saturday to limit people in the streets. Air operations to the islands were suspended.

Similar precautions were underway in the central area of Nicaragua’s Caribbean coast, where authorities issued an alert for all types of vessels to seek safe harbor. The hurricane was on a general path to the area of Bluefields and Pearl City.

Nicaraguan soldiers deployed to help evacuate inhabitants of islands and cays around the town of Sandy Bay Sirpi. The army said it delivered humanitarian supplies to Bluefields and Laguna de Perlas for distribution to 118 temporary shelters.

Forecasters said a greater threat than Julia’s winds were rains of 5 to 10 inches (13 to 25 centimeters) — up to 15 inches (38 centimeters) in isolated areas — that the storm was expected to dump across Central America.

“This rainfall may cause life-threatening flash floods and mudslides through this weekend,” the U.S. National Hurricane Center said.

The storm’s remnants were forecast to sweep across Nicaragua and then skirt by the Pacific coasts of El Salvador and Guatemala, a region already saturated by weeks of heavy rains.

In Guatemala, officials said Julia could drench 10 departments in the east, center and west of the country — an area that has been most affected by this rainy season and where the poorest people are concentrated.

From May to September, storms have caused 49 confirmed deaths and six people are missing. Roads and hundreds of homes have been damaged, Guatemalan officials say.

In El Salvador, where 19 people have died this rainy season, the worst rainfall is expected Monday and Tuesday, said Fernando López, the minister of environmenta and natural resources. Officials said they had opened 61 shelters with the capacity to house more than 3,000 people. <AP>

K-pop stars BTS appear to be moving closer to enlisting in South Korea‘s military draft. While public opinion remains sharply divided over whether BTS should be exempt from mandatory military service, the country’s military seems inclined to conscript supergroup members for military service. According to the Associated Press, the Military Manpower Administration commissioner, Lee Ki Sik, “told lawmakers on Friday that it’s “desirable” for BTS members to fulfill their military duties to ensure fairness in the country’s military service.”

South Korea’s government is reportedly close to deciding whether to mandate the world’s most prominent pop groups to serve in the military. Culture Minister Park Bo Gyoon told lawmakers earlier this week that the government would soon decide on the matter. Defense Minister Lee Jong-sup also said he supported BTS’s drafting during a parliament meeting. After turning 30 in December, Jin, the band’s oldest member, may have to enlist early next year after becoming eligible for military service.

All non-disabled men are required to serve 18-21 months in the military under South Korean law. However, athletes, classical and traditional musicians, and ballet and other dancers who have won top prizes in certain competitions that increase national recognition are exempt from the law. The government can grant special exemptions without a revision of the law.

In the past, exemptions were granted to people who excelled in non-designated competitions, triggering a heated debate about fairness.

Dodging military duties or creating exemptions is controversial since the draft forces young men to postpone their careers or studies. According to a recent survey, 61% of respondents support exemptions for entertainers like BTS, while 54% support military service for the members of BTS, reported The AP. 

The National Assembly has introduced several amendments to the conscription law that would exempt BTS members, but they have not been voted on due to sharp divisions among lawmakers. A public survey was ordered by Lee, the defense minister, to determine whether exemptions should be granted to BTS. Later, the Defense Ministry said it would not conduct such a study.

Lee said in August that BTS members could practice and join non-serving members on overseas group tours if they joined the military, said The AP. 

People exempt from the draft are released from the military after three weeks of basic training. As part of their professional obligations, they must also complete 544 hours of volunteer work and remain active in their professions for 34 months. BTS were denied an exemption from military service in 2019.

More than 84,000 people signed a Change.org petition asking the then-President of South Korea, Jae-In Moon, to allow each group member to fulfill their duties together. The members of BTS are currently engaged in different solo projects. In June, the group’s label, Big Hit, dispelled rumors of a hiatus. The USS Ronald Reagan aircraft carrier was also sent to the Sea of Japan following Monday’s launch. The aircraft carrier participated in the latest wargames with South Korea on Friday and Saturday.

The Biden administration additionally announced new sanctions on Friday that took aim at North Korea’s weapons supply network, sanctioning two individuals and three entities for exporting petroleum to North Korea.

GM’s South Korea unit suspends production at two factories

According to Reuters, General Motors Co’s South Korea unit (GM.N) has suspended production at its two factories in the country following a local supplier’s refusal to supply auto parts, an official at GM Korea told Reuters on Wednesday.

U.S. automaker’s Korea unit was suspending production of all vehicles at its Changwon and No. 2 Bupyeong plants since last week after a local supplier, which demanded a price hike for its products, refused to supply parts.

South Korean autoparts maker ERAE AMS, which makes auto parts, such as automotive generators, calipers and brake parts, refused to supply parts, demands a price increase for its parts supplied to GM Korea’s factories.

“GM Korea plans to continue having discussions with ERAE AMS to resolve the issues,” GM Korea said in a statement.

ERAE AMS was not immediately available for comment when contacted by Reuters.

ERAE AMS has production sites in South Korea, China and United States and supplies to major automakers, including Volkswagen AG (VOWG_p.DE), Hyundai Motor Co (005380.KS) and BYD among others, according to the company website.

GM Korea’s Changwon and No. 2 Bupyeong plants have a combined annual production capacity of about 70,000 vehicles, accounted for about 30% of GM Korea’s total annual production capacity last year, data from the Korea Automobile Manufacturers Association showed.

The production at No. 1 Bupyeong plant, which makes Trailblazer sport-utility vehicle (SUV), has not been affected, according to GM Korea.

Production halts at GM Korea’s factories comes after GM Korea President Roberto Rempel announced the company’s target to turn a profit next year, while it aims to hit break-even this year.

GM Korea reported eight consecutive losses since 2014, according to its regulatory filings.
